SITUATION UPDATE: How CIECA organizations are dealing with the covid-19 outbreak

We would like to inform all CIECA members that, the Secretariat, at the instance of the Permanent Bureau, sent a letter to the European Commission explaining the situation due to the Covid-19 outbreak within CIECA organizations, requesting understanding in case of CIECA members been unable to follow European legislation under these circumstances. Here you can read the response sent to us by Ms Fotini Ioannidou, Head of Unit Road safety DG MOVE.

Here you can find information about how CIECA organizations are dealing with the current outbreak of coronavirus disease (COVID-19), and how it is impacting in the conduction of the tests and the regular business of CIECA organizations. The CIECA Secretariat thinks that this exchange of information can be of benefit to all CIECA members.

HUNGARY - KAVK (06/05/2020 - 13.54) In Hungary theoretical and practical tests for road vehicle drivers and road transport professionals will be performed from 11 May with regional exemption regarding the city of Budapest and Pest county. Restrictions for Budapest and Pest county remain unchanged so theoretical and practical tests remain suspended in those areas.

(18/03/2020 - 18.01) The GB theory test providers closed approximately 20 theory test centres on 17/03/2020 in response to the government's request to protect those who are at an increased risk of severe illness from covid-19. On 18/03/2020 was decided to close all theory test centres from Friday 20th March for one month (until 20th April). This will be monitored to see if any can reopen or extend the closure. With regards to practical driving tests, the decision has been made to cancel all practical tests for the next 2 days whilst a review is taking place and a decision will then be taken about practical tests from next week onwards.

HUNGARY - KAV (18/03/2020 - 12.32) All theoretical and practical tests are cancelled from 19/03 until further notice.

IRELAND - RSA (18/03/2020 - 10.18) All driving tests in Ireland ave been suspended in response to the growth in Covid 19 cases. The suspension is from last Friday 13th March until at least 29th March. It is likely that this suspension will be extended beyond March but no date is given yet.

BELGIUM - GOCA (16/03/2020 - 15.58) In Belgium (Flanders, Brussels and Wallonie) all theoretical and practical tests are cancelled as from 16/03 until further notice. Also theoretical and practical lessons in driving schools are cancelled.

ESTONIA - Estonian Road Administration (16/03/2020 - 15.06) All tests (theory and practical) have been cancelled. Further and future information about the issue can be found here.

PORTUGAL - ANIECA (16/03/2020 - 11.12) All tests (theory and practical) have been cancelled, and driving schools are closed.

GERMANY - TÜV SÜD (23/03/2020) All theoretical and practical tests are cancelled from 19/03/2020. There are exceptions for rescuers, policemen and other specific groups in most federal states. Theoretical and practical lessons in driving schools are cancelled, In many federal states the regulations initially apply until mid-April.

FRANCE - Ministry of Interior (16/03/2020 - 10.02) All tests (theory and practical) have been cancelled, and driving schools are closed.

LITHUANIA - REGITRA (13/03/2020 - 19.30) Please download the information here.

SPAIN - DGT (13/03/2020 - 12.05) All tests (theory and practical) have been cancelled from Monday 16/03/2020.

NORWAY - NPRA (13/03/2020 - 12.04) All tests (theory and practical) have been cancelled. All activity at the traffic centres has stopped; the situation will be reconsidered next week.

THE NETHERLANDS - CBR (17/03/2020 - 11.29) All tests (theory and practical) have been postponed since 16/03/2020 until further notice.

SAAQ - CANADA (16/03/2020 - 0.56) SAAQ posted a Q&A on their website and advised the population not to visit the service outlets but to use the electronic services available. All theoretical and practical tests are postponed to a further date.

(12/03/2020-22.40): Up to this moment, there has been no specific measures related to the COVID-19 for the theoretical or practical tests. However, the situation evolves quickly and new directives are being issued by the Quebec's provincial government on daily basis. For example, the government just asked (this is not mandatory yet) people coming back from any destination on the globe to stay in confinement in their homes for 14 days.
