The European Parliament voted on a major update to EU driving licence rules. This reform is part of the EU Road Safety Package presented by the European Commission in March 2023, which aims to move closer to “Vision Zero” — the goal of eliminating road fatalities in the EU by 2050.
CIECA is pleased to announce an upcoming webinar titled “The Impact of the New Driving Licence Directive for CIECA Effective Members.” This online event will be led by Marjo Immonen, Chief Adviser at the Finnish Transport and Communications Agency Traficom and a member of the EU Driving Licence Committee. The webinar is scheduled to take place on 11 December 2025, from 12:00 to 13:00 CET. Registration to attend this event is already open.
The session will explore the implications of the revised Driving Licence Directive, which introduces significant changes aimed at improving road safety and harmonizing standards across EU member states. Among the key updates are new requirements for learner and novice drivers, including enhanced training on the risks posed by blind spots and mobile phone distractions, as well as increased awareness of vulnerable road users such as pedestrians, children, cyclists, and e-scooter users.
The directive also establishes a minimum two-year probationary period for new drivers and allows accompanied driving from the age of 17. Additionally, it opens the possibility for individuals to obtain a professional truck licence from age 18 and a bus licence from age 21. A notable innovation is the introduction of a digital driving licence, which will be accessible via smartphone.
Complementing this directive is a second legislative initiative focused on the cross-border enforcement of driving disqualifications. This measure is vital for ensuring that decisions to disqualify reckless drivers in one EU country are recognized and enforced throughout the Union, thereby strengthening road safety across Europe.
