25 & 26 March 2026: TAG workshop - Advancing Hazard Perception in driver testing and training in the light of the new EU Directive (Ljubljana, Slovenia)

The Theory Advisory Group (TAG) is pleased to announce its 2026 TAG Workshop, dedicated to Hazard Perception (HP), a topic of growing relevance for driver testing, training and licensing across Europe. The group would like to thank the Slovenian Traffic Safety Agency for their help in the organization of this event that will take place in the City Hotel Ljubljana (Dalmatinova 15, SI-1000 Ljubljana). 

The workshop is organised in the context of the new Directive (EU) 2025/2205 on driving licences, which modernises the EU licensing framework and recommends the inclusion of hazard perception and hazard anticipation in driver testing. As CIECA members prepare to align their systems with the new Directive, hazard perception has become a key area where policy objectives, educational strategies and technical implementation must be closely aligned.

The 2026 TAG Workshop will bring together all CIECA members to explore the evolving role of hazard perception in driver testing and education. The programme will include a policy update on the implications of the new Directive for licensing authorities and training providers, followed by exchanges on recent developments across CIECA member countries and contributions from CIECA Associate Members.

Key areas of discussion will include:

  • The latest developments and practices in hazard perception across TAG countries.
  • The definition and practical application of minimum technical standards, including different content delivery formats such as static images, video, and 2D and 3D environments, and their implications for validity, reliability and accessibility
  • Approaches to hazard perception testing for different vehicle categories, including heavy vehicles.
  • The place of hazard perception learning within the overall driver training and its integration in the driver education system. 

By bringing together strategic, policy and technical perspectives, the 2026 TAG Workshop aims to support evidence-based policy decisions and contribute to robust, future-proof solutions for integrating hazard perception into modern driver theory testing systems.
