22 January: CIECA Webinar - Towards an European Mobile Driving Licence: DGT's journey

Presenter: Adolfo Sánchez-Barbudo Herrera, Project Manager of IT systems, DGT (Spain)

The concept of a digital driving licence has been running up in Spain during more than 5 years, by the means of a mobile app that permits citizens to present their digital driving licences to any state police agent that requires to check the citizens driving rights. Morever, the DGT mobile app provides additional services that improve the interaction between the citizen and the Spanish traffic authority, for instance, avoiding citizens to go to DGT offices to accomplish certain administrative procedures.

However,  the Spanish digital driving licence is not ready to be compliant with recent EU normative changes, such as the Regulation (EU) 2024/1183 related to European Digital Identity Framework, or the forthcoming 4th EU Directive on driving licences. In essence, the Spanish digital driving licence is only acceptable within the national context, so far, and it is not interoperable in a standard way to be accepted in other EU member states, yet.

In this talk, we will introduce the DGT mobile app, the main services that it provides and we will explain the main differences between the current implementation and the next solutions that Spain, and every EU member state, is facing up in order to get ready to the most recent EU regulation.
