21 - 22 April: EAG workshop, The 4th Driving Licence Directive in Practice: Common Challenges and National Approaches, Tallinn (Estonia)

CIECA is pleased to announce an upcoming EAG workshop dedicated to the future changes introduced by the 4th Driving Licence Directive. This event will take place in the Tallink Spa & Conference Hotel (Tallinna city centre, Sadama 11a, 10117 Tallinn, Estonia). We would like to thank our Effective members from Estonia, the estonian Transport Administration, for their help organising this event. 

The revision of the EU driving licence framework through the 4th European Driving Licence Directive marks a significant step towards safer, more inclusive and future‑proof mobility across Europe. While the Directive sets a common direction, its success will ultimately depend on how it is understood, interpreted and implemented in practice across Member States.

This workshop brings together authorities, practitioners and stakeholders from across Europe to exchange views on the most critical and debated elements of the Directive. Rather than focusing on formal presentations, the event is designed as an interactive forum for discussion, comparison of national approaches, and identification of common challenges and good practices.

The main topics to be discussed during the workshop are based on Mentimeter results from CIECA members:

  1. Standards for driving examiners in the context of the 4th Driving Licence Directive
  2. The possibility to remove code 78
  3. Changes in category B for campers, safety vehicles and alternatively powered vehicles (from 3,500 kg to 4,250 kg)
  4. Accompanied driving schemes
  5. Vulnerable users, new users and disabled users
  6. Probationary period schemes

Participants will have the opportunity to engage in in‑depth exchanges on these six priority topics. By working in mixed, cross‑country groups, the workshop aims to foster mutual learning and generate concrete insights that can support effective and coherent implementation of the Directive across Europe.

By bringing together examination authorities and testing organisations from across Europe, the workshop aims to:

  • support a common understanding of new requirements affecting theory and practical exams
  • identify implementation challenges at organisational level
  • exchange good practices on examiner training, assessment methods and quality assurance

This workshop offers a unique opportunity to actively exchange ideas and to return home with new and practical insights on how to implement these new features within your organisation.
