The report describes recommendations formulated by experts following 2 workshops organised within the framework of the “EU project Comparative analysis and practical guide on driver licensing in the European Union”.

Directive 91/439/EEC served as the basis for discussions on the contents. The contents of the directive were analysed and restructured. Recommendations were formulated concerning:

• the theory test as a condition for access to the practical test;
