Important new EU legislation related to driving licences is at the moment being drafted, and it is foreseen that a new Driving Directive will be in place. Besides details about the format, issuing and transposition procedures as well as licence categories, minimum ages and definitions, the 3rd Driving Licence Directive 2006/126/EC also details the skills, knowledge and behaviour required for passing the theoretical and practical driving test.

The current Directive, however, does not make any reference to the skills, behaviour and knowledge that should be passed on to the learner driver, how these should be passed on and what the minimum requirements are for persons delivering professional driver instruction and accompanied driving. The absence of a common European Directive in these areas has resulted in a fragmented system with a range of national strategies and approaches.

The objective of this 2022 RUE Day is the discussion and agreement of a recommendation to the Commission concerning minimum driver competence standards, based on the conclusions stated in the CIECA Road User Education (RUE) project (2013 - 2014) that could be considered for inclusion in the new Directive.
